369 and some other Gangs in S'pore..

In February 2006, something happened in Singapore that really shocked the nation and chilled the bones of everyone who later heard or read the news as the story unfolded. It was a cold-blooded killing carried out in typical ganglang fashion but with a gun ! Most gang-related murders were carried out with weapons such as choppers, parangs, daggers and bearing-scrapers in the past. Singapore, with our strict anti-gun laws, have made gun-related killings a rare occurrence. The mandatory death penalty awaits those dealing death with guns and bullets.

In the early hours of that 15th February morning, Tan Chor Jin, then 39 years old a secret society gangster and reputed top hitman, barged into the flat of Lim Hock Soon age 40, a nite-club owner, threatened him, his wife, 13 year old daughter and maid. Holding both a gun and a knife, he forced Lim to tie up the other three before firing 6 shots at point-blank range into Lim. 5 of the shots hit the victim in the face, head and body, killing him almost instantly. The killer then ransacked the flat for money and valuables and escaped in a waiting car driven by one of his ss underlings. He directed the driver to a canal where he threw away the weapons of death. Tan Chor Jin alias "The One Eyed Dragon" because he had been blinded in one eye, then fled to M'sia where he remained in hiding for 9 days before he was surprised and cornered in a hotel by special CID forces.
He was subsequently taken back to S'pore by CID officers and was charged for the capital crime of murder by firearms. In his trial at the High Court, he initially defended himself despite being cautioned that he was entitled to legal counsel. The trial lasted slightly over a week and he was found guilty and sentenced to death. After all appeals were finally rejected, this One Eyed Dragon met his own fate with Death on 9th January 2009.

Before his hanging at Changi Prison, he did something that was commendable. He decided to donate some of his organs including his kidneys which went to Mr Tang Wee Sung of CK Tang Dept Store ( The story made big news in the media ).
Tan Chor Jin left behind a wife and 2 young kids in M'sia. He also had a mistress with 2 kids.

He was a high-ranking member of the 369 secret society sometimes also known as "salakau ". He was a known hitman.
The victim he killed was his one-time close friend and fellow ss member in the AS Tong.

Here's a brief snapshot of the 369 and some other gangs in S'pore.

Many of our people, especially those involved in gangs, do not know how secret societies started out. This has led to a lot of mambo-jambo, mish-mash and diluted understanding about the structure of organised crime resulting in all kinds of street gangs, mall gangs, coffee-shop gangs, etc..sprouting forth. The public at large also do not know much about the past or present gang situation in Singapore.
There were several major gangs in our island before and just after WW2. These included the 08, 18, 24, 36 and 108 among others. The 18 or " chap pueh'' tong was one of the active ss gangs. All the gangs controlled different sectors and areas of our island. There was no strict line of division, only a tacit understanding which was often broken owing to intense power struggle, greed and uncontrollable rebels within a gang. Some sectors were so lucrative that several gangs fought over it constantly resulting in "turf wars'' or more commonly " inter-gang warfare'' or rivalry. These gang clashes happened often in the past but mostly over territory and control over illegal activities of gambling dens, drugs, the sex trade, smuggling, extortion etc..not so much as today's so called senseless " staring" incidents.
Some younger rebellious members of the original 18 group left the parent group to form a new ss group calling themselves 369. This was sometime in the early 1960's. They picked the numbers 369 to show that they were still affiliated to the parent group...the 18...by historical link.
3 + 6 + 9 = 18

But that was as far as they were prepared to go..just a link.
As the years passed, they allied themselves to other groups to be stronger and survived.
They became very active in the late 60's and 70's, taking on a new image. They became one of the most VIOLENT gangs that had a bad reputation for attacking the territory of others.
Almost all of the other ss gangs only took in Chinese as members.
But the 369 was the first local Chinese gang that took in other races...Malays, Indians. Due to their relaxation policy, their strength quickly shot up in the 1990's. They became a major concern for our police and gang busters soon after. They dealt mainly in drugs, prostitution, and illegal VCDs. Because of their 'strengths' in numbers, they violently attacked other rival groups...such as the 303, the Omega ( malay gang), and other independent off-shoots of the 18 gang. Also because of their popularity, many new teen-age street gangs began to sprout in the mid to late 90's calling themselves in the same way " 369". Most of these teenagers from such gangs, are street hooligans and thugs, mostly hot-air balloons.
When the police began to come down hard on all the gangs especially 369, many were caught and jailed. Many were detained under Section 55 ( detention without need for trial ). Many were killed in gangfights. Many headmen fled to M'sia or Indonesia.
Those who were in prison started to recruit again among fellow prisoners. When many of these 369 chaps were released in the late 90's...the crime rate, gang clashes, murders and killings shot up again ! The police and especially the Secret Society Branch of CID was overworked.

More to come...

Gangland Revenge Killing...1998 newsclip. Is it worth it ?

On May 4 1998, a 22 year old gangster Tan Lai Kim and his gangland friends were having drinks at a coffeeshop in Cheong Chin Nam Road, off Upper Bukit Timah Road when they were attacked by opposing secret society members. Deadly weapons such as knives, parangs and choppers were used in the premeditated, well-planned ambush.

During the attack, Tan was the worst hit. He was cornered and viciously slashed. The artery in his left leg was cut and he soon bled to death...much like what happened to the late Darren Ng.
Four of the killers were eventually caught and received jail sentences and 12 strokes of the rotan.
The main culprit received 18 strokes.

It's WRONG not to know what's WRONG !

The latest gangland killing of Darren Ng at Downtown East last saturday has prompted me to look into my voluminous files and archives. Unk Dicko has been keeping tabs of the local crime situation from the 60's and has never stopped one bit. Crime as a word is easy to define but when we seek out the entirety of its full meaning...it becomes mind-boggling. It encompasses everything from A to Z and much more than that!
However, I have selected this 2 newsclips to highlight the continued scourge of secret societies and gangs within our own island state.
In September 1989, Tan Sai Siong, a popular columnist from the Straits Times, wrote this piece under the "Look Back In Wonder" column.
I took my pen out to immediately highlight some critical points or facts in the article...not realising then that those points ARE STILL VALID and as RELEVANT in the light of the current gang situation as years before.
Especially important for you my readers to consider the words of Professor Harvey C Bunke in the last 5 paragraphs of the article...under " It's Wrong Not To Know What's Wrong" heading.
I'm one of those who agree with the views of this learned Professor when he lamented the decline of American society and saw dark similarities with what was then happening in S'pore.
It's even worse today, situation and approach-wise.

Today many of our youths do not know the significant difference between right and wrong, between good and evil. No, I'm not saying they are plain stupid. Our youths are not entirely to blame for the moral confusion they have inherited...which came as a result of the MISPLACED
APPROACHES AND EMPHASIS ADOPTED BY the Education Ministry and other govt agencies in stemming this rising tide of hooliganism, gangsterism, thuggery, ad nauseum...in the way these samseng-kias ( both sexes ! ) were to be handled, counselled by school counsellors, teachers and others.
An overly soft, non-judgmental approach has been in place and you can judge the results for yourselves...where that has taken us.
I once noticed 3 of my "own" ss darlings coming out from the general office after a counselling session for their horrid misbehaviour.
As soon as they stepped out of the office, they gave each other "High-5s!" and patted each other on the back, gave a "V" sign to some other friends sitting in the canteen. I was at the canteen doing my work but saw everything.
I called the 3 over and they sheepishly approached.
I asked them politely to describe their counselling"session" and whether it had any effect on them...whether they would change their ways as a result.
They were unsurprisingly frank and candid with their feedback to me. It was downright bad news. But I wasn't surprised.
I would not want to relate here what they said to me but suffice to say..it painted a very bleak picture of the effectiveness of this kind of counselling policy.

By the way, I "took care" of that 3 toughies right that day itself...so that similar toughies after that day, never came out feeling that they are more powerful than the Principal, heck even the police or even God. I put heavy doses of healthy fear into such miscreants. Those I dealt with never, ever forgot.
The CID is ever so thankful and has placed it on record. The MOE still has much to do and learn.

[ Straits Times: 2 Sept 1989 ]

Below is just one of many incidents of gangs and their murderous ways.
This one took place in the month of December 2001.
Do not be surprised by the numbers in a wolf pack ( gang members).
These cowards only feel very brave when they have superior numbers in an attack or assault.
When they themselves are cornered...they plead and cry for their safety, their life.
Many had approached Unk Dicko for extra, lawful assistance when they realised they could not move about safely, without themselves becoming victims of revenge attacks.
Many of those I dealt with had been hammered and were lucky not to have been killed.
Not so lucky were those who did the hammering....

Unk Dicko's Comments:

I have written a few detailed posts about this scumbag. Check my October 2010 Archives.
In my posts I said he "thinks he's very clever but has already MADE the BIGGEST mistake " in his long years of criminal activity.
What was that mistake?
His image was captured by CCTV cameras and publicised widely, including this well-read blog.

In addition, I surmised that he is most likely to be living within this sector of his hunting grounds...the NE. And Compassvale is right in the heart of this NE enclave!
Lastly, I was most certain that someone would be able to remember his publicised image/profile and superimposed that over an actual person resembling him that they suspect.
That seems to be the case in this latest report above.

Unk Dicko has nothing but high praise for that "member of the public" who did several things so well.
1. Able to do superimposition over a suspect
2. Civic-minded enough to come forward and inform the police.
Just stepping forward and the whole situation has turned on its head!

I'm also certain that besides this gallant person there were others who may have seen some similarities especially those who live in his block. They could have come forward but did not due to fear, "bo-chap ", " my-chap"...not our " business", "jangan carik pasal" etc..

Hopefully our Singaporeans will change their attitude to be more outgoing and look out for others as well.
Well DONE our police team responsible!

Teen who stared at group slashed to death
Tue, Nov 02, 2010The Star/Asia News Network

A GROUP of assailants shouted "369" in Hokkien and flashed a victory sign after slashing a youth to death in a fight, according to Sin Chew Daily.
The daily reported that the brawl broke out when Ng Wei Jie, 19, and his two friends were confronted by five men at the Downtown East shopping mall in Pasir Ris, Singapore, at about 5.30pm last Saturday.

Apparently, Ng and his friends had stared at the men, who had tattoos on their bodies, at a fast-food restaurant.
The two groups subsequently adjourned to an open space where Ng had a "talk" with the leader. However, this ended in a fight.
The daily reported that eye-witnesses saw a man from the bigger group whip out a vegetable knife and hacked Ng while his friends ran away.
The suspects reportedly shouted "369" in Hokkien and showed a victory sign before escaping.
However, local newspapers have reported today that four of the suspected assailants have been picked up by the police. They are being held under murder charges, which carries the death penalty and investigations are still ongoing.

Unk Dicko's Comments
I have checked out most of the forums, comments and news about this extremely brutal and senseless massacre...by a bunch of the most cowardly samseng kias imaginable. Almost everyone out there is greatly outraged by the brutal action of this gang of samsengs from "369". They are not that young anymore ranging from 18 -20 in age. That is the age when many of our NS men in the SAF are given great responsibility in handling "live" arms, weapons, explosives and ammunition. The age where boys become men and leaders.
The age of maturity and responsibility in defending our people and our nation.
But what do we have here in this latest gang-inspired killing?
A bunch of good for nothing scumbags, all geared in their gangland attire outfit of black, sporting
their weird gangland tattoos, openly advertising as a "come on" about who they are, with all their
purported macho bravado ( that's why there were at least 10 of them, like a herd, strength in numbers is their greatest secret)...and openly looking for incidental trouble or whatever they could engineer to make their day "memorable".
Well, their day will be most memorable indeed. In fact, as I used to tell those SS characters I was dealing with, seriously..." you had your FUN and your EXCITEMENT at the expense of innocent people. Now, let's see what fun you will have when we turn your day into night, and your night into day!". And that was only for those not involved with murder!
The poor victim - Darren Ng
I understand from my sources he was a nice and good former pupil of Gongshang Primary Sch.
At 19, the only son in the family, he had all to live for as he pursued his Diploma at the Republic Poly. He was a quiet chap and even shy as was described. He was in the R P waterpolo team.
[ This is an update after this original post was first published ]
There are reports on the net that Darren was sacked from RP for possible gang related activity and that he was only taken back in after appeal, a few weeks before this killing. When he was in Primary School he was as reported a generally ok student, no problem with SS links then.
At his funeral wake, the 2 friends who were with him when they were attacked were chased away by family members...when they came to the wake ( according to TNP report ). This signalled to everyone that those 2 friends are involved in secret societies.
The youth gangsters from 369
They were all laughing as they slashed at poor Darren with choppers and a parang...shouting out
LOUDLY in Hokkien for the large crowd to hear, advertising for their SS gang ''we are 369, we are 369 !!! ".
Before going to Downtown East, this group had hidden knives, choppers and a parang in their various bags and pouches.
So, they were fully armed before anything had happened. PREMEDITATION and PRE-PREPARATION shows deliberate intention to inflict HARM, or worse DEATH on anyone whom they instigate into a fight.
The penalty under our LAW is DEATH BY HANGING !
Many forummers are not satisfied by even this. They have strongly voiced out that these 369 cowards/killers should be HANGED PUBLICLY...as a strong warning to all others bent on wanton killing of innocent people.
I can understand their strong reaction!
During the first week of the Japanese Occupation of S'pore in WW2, there was rampant stealing and thefts. The Japanese Military Administration gave the "go ahead" for making an example of the first 4 thieves caught. The public was ordered to go to a place outside Outram Prison where a Jap executioner then proceeded to chop off the heads of the 4 men.
The heads were ordered to be displayed openly near Bras Basah Rd and near Cathay Building...for weeks!
Stealing stopped.
Crime stopped.
People were not afraid to leave their doors opened.
What Next?
Our govt, police and security forces have focussed their attention on the dangers of external terrorism infiltrating into our peaceful homeland. Much of our time, money and resources have been channeled into this area. So well and good.
No one had died of any terrorist act committed in S'pore. Our one only very sad casualty was the late Ms Lo Hwei Yen, a victim of the Mumbai terrorist attack.
But the scourge of secret society and triads in their various off-shoots has not gone away.
They are still around, no doubt on a smaller scale...but still widespread !
And they are still terrorising our innocent people in the schools, at malls, coffee-shops, at playgrounds, at arcades, in void decks, in fact anywhere. Most prople are still too fearful to report any harassments by SS elements because of the threats they have received.
Unk Dicko knows fully.
I strongly feel that our govt, with all the fantastic resources we have, should easily decimate and cripple this scourge and menace, once and for all.
To do that...they need to come out with a new TASK FORCE with the sole purpose of wiping out the gang problem for good. The TF should be led by the BEST officers, unafraid for themselves and must encourage the fullest input and contributions of ideas and solutions by all levels of S'pore society.
All Singaporeans should contribute and support...like the way we tackled SARS and H1N1 as a nation, as a people.
Unk Dicko will never shy away from contributing towards the security and future of our country.
The buck stops here!
Watch for my next post...insider's details.

Walking back 50 years...Tiong Bahru, Bt Ho Swee !

The biggest fire in Singapore's history took place on May 25 1961, almost 50 years ago. There was no bigger fire before or after that in our short 200 year history. The 1961 Bukit Ho Swee Fire has remained in the memory of all those directly affected by it...real victims like blogger James Seah ( Thimbuktu ) and countless others. James has many an interesting tale to tell about that unforgettable, frightening day. Unk Dicko had the rare opportunity of walking with him and listening to him as he described the tragic events of that terrible day of a FIRE that changed the entire landscape and the lives of those living there forever.
In all, 4 persons were killed, nearly a hundred injured, and more than 16,000 people lost their homes and possessions.

Was I in any way involved in the 1961 fire?
In 1961, I was studying in Victoria School and was already a very active scout.
Unk Dicko, together with other members of our Scout Troop -the 6th Arrow, did our part by helping out at some of the relief centres set up for the victims of the fire. More than 16,000 people were made homeless. And they needed food, blankets, clothes to help them in the immediate aftermath of the fire.
We helped in the distribution of these items, beside other duties, at the centres.

James had sent me an invitation by email to join him, together with Peter Chan who is another avid guest blogger and Loh Kah Seng , a history researcher/lecturer. The date was 28th September 2010..nothing special except to James. He was born on that day 62 years ago and at the spot indicated by a red dot on the map.

For a more personal account, please check out his blogpost ( Blog To Express ) HERE. It has many photos from the past about Bt Ho Swee and the Fire too.

The map that was prepared by James for our Walk down Memory lane

The view as I stepped out of Tiong Bahru MRT station

We had fixed our meeting up place at Tiong Bahru MRT station at 5 pm.
I arrived by MRT at about 4.45 pm and had time to wander around. It was
the first time I'd been to that station. Everything looked so 'foreign' and strange to me. This is because that locality is not where I grew up in. I knew the place in the mid 60's when my work took me there. The entire area has been one huge transformation, so modernised that it is very difficult for 'outsiders' like me to be able to distinguish between present and past...in the things that I saw all around me. Of course some things hardly changed like the General Hospital location, former Institute of Health and some other buildings pointed out to me.

The other 3 friends all had some roots in this neighbourhood as you shall see.

Another view from outside Tiong Bahru MRT station

The 3 former kampong boys..Peter, Kah Seng and James

We started our walk from the MRT and proceeded according to a planned route. Original kampong boy, James led the way. Unk Dicko was the first to flash out his camera for some incidental snapshots. The above was the first one, with Jalan Klinik in the background.

As we ambled along at a leisurely pace, we would all stop to look closely at the buildings we passed by. Here is this building called 'Equation'.

Anyone knows the history of this building?

This building obviously is run by the MOE.

But what was it formerly in time past? Don't ask me. Check out Thimbuktu's blog for the answer.

Behind James is an example of the new upscale HDB apartments.

Former kampong boy, Kah Seng and his former block

At least I know who is the MP here..a pretty one!
